The game is that you keep on making the law more complex and thus create loopholes so that only the truly dishonest have an advantage in raising money. Let anyone give anything to anyone and allow the candidates to chose to declare there own personal disclosure rules. AS much or as little as they like.

There are 150 ways to hide the path of money for every second of the day. If stupid people new this then all the sham of written rules would be abandoned. I say leave it to the integrity of the candidate. Why create laws to give the illusion of honesty.

Drug dealer, organized crime, terrorists and mr. bill and his man the head of the DNC are experts at hiding a money trail.
The more rules you create the more loopholes there are to hide the money.

I say keep it simple stupid.
