I am not mixing up internal and external interference, I am challenging the importance of the distinction. The distinction I do see is the purely practical one. If you are going to stop such abuses in other countries you would have to invade them, to stop crime or abuse or human rights within a country you frequently don't need to go to war. I don't think slaves have signed any social contract allowing their enslavement.
