Re : rush to cover a short in a soon to be worthless security -- one scenario I have thought about :

If something like this happened in December of some year, and someone WANTED to have a completed P & S (purchase and sale) (i.e. -- "sell" confirmation slip from the previously executed short sale, AND "buy" confirmation slip for the purchase used to cover the short) ...

then, there might be a "rush" of buys before the last day of the year.

(This would only make sense if people wanted to book a profit in that tax year. Usually, people would always rather have a profit in a later tax year ...)

Maybe early January of a year might make this idea make sense (?) (People wanting to "nail down" their profit, and not have to worry about the last 10 or 20 cents).
