The prez sends a budget to Congress. Congress makes modifications and passes it. The President signs it into law.

Every year of the Reagan administration, Congress appropriated less money than Reagan asked them to. Reagan apologists are clueless.

That fits with my recollection: Congress passing significantly larger budgets than Reagan asked for. I remember faulting him for refusing to sign them and, if necessary, shutting down the government rather than sign.
