One item mentioned in the EU investigation was Intel's control of the licensing of its Processor Bus.

Clearly, AMD is behind this investigation and the reason is that they have apparently failed miserably at implementing a multi-processor system based on their "touted" EV6 bus.

Having signed away the rights to use Intel's bus, and faced with complete failure in the SMP arena with their own bus, AMD appears to be resorting to use Europe - and their German business connections - to force Intel to GIVE AMD a license to their P6 CPU bus.

AMD is clearly facing complete failure in the SMP/server arena - and is hoping for a miracle - and employing European politics - to get at Intel's P6 bus licenses.
