No one asks why this must persist.
One reason seldom mentioned is the power of the Yakuza/keiretsu going back centuries. The US had a nice role in it too after WWII, when fearing socialism, aided and abetted this "working relationship".
Its one thing to call in bad loans in the US. In Japan, those calls may have a reply like " do you know where your children are right now?"
