I would regard spying as the gathering of information without the implicit or explicit concent of those being "spied upon".

Gee Ian, for a minute I thought you were talking about AOL, and all the portals that track visitors. Does the FCC still monitor the CB radios? The Indians had it right, they used smoke signals for communications. So what if the messages were short.
