Apologizing is not a big deal. It is not like selling your body for prostitution or comitting mass murder.

Now I'm finally getting it. Apologizing is just laying the groundwork for a future offence. That is so inscrutable, so Clintonesque.

They are also demanding we stop surveilling them. Is that a big deal? Should we promise the Communists we'll stop, then go back to doing it after we recover the prisoners?

You keep saying apologizing is no big thing. Apparently in their culture it is an enormous thing. They're willing to risk war over it.
