to require the fund manager to stay fully invested or at best hold only a small cash balance.

Probably a fairer comparison would be hedge funds and the minority of mutual funds (honestly don't know the number)that give their professional mgrs the freedom to go to all cash.

The individual investors I was comparing my friends all cash position with DO have the freedom to hold hi cash levels but do not. Big difference IMHO.
