Do most used buyers pay the fee? I assume NTAP knows who needs to pay it, and doesn't provide support etc otherwise?

If NTAP is like another vendor I used to work for, they may not know "until the 1st support call", that equipment has been passed on. After that, the support + legal guys get on the butts of the "current owner" to get appropriate money, backdated to resell date. Of course many times "negotiations" happen, and some pay more than others.

cheers, kumar

There are two fees: one is for the use of the software (the license), which is not optional. The other is for support and updates, which is optional.

More than likely NTAP will be forced to go after those with no valid license, but those who come to NTAP for support will not get be able to contract for that support until the license fee is paid.
