"The commission said Friday it is conducting the investigation, still in its preliminary stages, in reaction to two complaints filed by Intel competitors regarding the company's business practices. At issue is whether Intel offered special pricing to customers who agreed to only use Intel products - and, in contrast, whether Intel punished those clients who were not "loyal" to Intel.

This would appear to be a strong possibility, because Intel commands significant leverage among electronics and computer clients (though not as much in this year of high chip inventories and low demand). We have heard in the past that Intel customers complain about being locked into long-term contracts that afford them little or no opportunity to buy from Intel competitors.

The problem is that these contracts appear to say nothing of exclusivity - they simply provide all the microprocessor needs of a given client and make it a waste of time for that client to go out and find a new supplier. Intel can flood customers with all the chips they need at cheap prices. And there's no law against that."
