Would it be safe to say that during bull markets bullish patterns are more likely to find their targets than bearish? And during bear markets bearish patterns are more likely to find their targets than bullish?

I would agree with that statement completely.

In fact, lets add one more statement, in bear markets, both bullish and bearish consolidation patterns are more likely to resolve to the downside than not.

Since they are all just pauses in the dominant trend.
