There is no surplus. If there were the federal debt would not be increasing. There is a much smaller deficit. This is true. The surplus so far is a figment of Washington's imagination and will likely not materialize at all, given the projections for it rely on continued robust growth.

However, it is accurate to say that during the Clinton years the annual deficit was reduced dramatically.
