Thanks, and that agrees with the weight of what I read in the serious media articles. On balance it seems most likely the rate increases will end up being negotiated with the PUC.

The judge in the PSNH/Seabrook bankruptcy apparently issued a ruling at one point saying that Federal bankruptcy law overrules states rights to govern electric rates, and that he believed he had the power to unilaterally set rates. But I understand the ruling was controversial and never got tested on appeal (an agreement was reached first). It is said that PG&E intends to press hard on this old ruling.

I hope the judge dude is a really special person. Getting this whole mess worked out is going to take almost superhuman abilities on his part.
