It's the economy first, I agree. But there's a real groundswell behind moderate environmentalism -- not "envirowhacko" policies -- and Bush will find this out to his cost if he acquires a reputation as the Toxic Texan. People worry about the water they drink and the air they breathe. In fact, it's a big issue in a number of swing states like Oregon and Florida. Meanwhile, he's got quite a row to hoe with the number of our allies he's teed off with his handling of the Kyoto accords.
