Both countries should work toward lower emissions. If one is to reduce emissions, then the Kyoto agreement needs to be comprehensive. Other factors that skew emissions per capita is the age breakdown of the population, the type of economy, etc. Chinese, Japanese, Indian, and I guess Korean cities are extremely polluted. Some of which where people wear masks out in public. The problem is that Kyoto agreement just allows other countries to play catchup in the pollution race. It fits nicely if you wish to export more production overseas. Why not raise the standard of living everywhere.

The other problem with per capita pollution as a measure is that doesn't take into consideration future growth. All one has to do is consider the per capita use of cars, and one can see that the big gains in pollution will come overseas. BTW, what anti-pollution devices do the vehicles in the developing countries utilitize and are they not stripped by the users?
