I don't think it is likely that they will shoot missiles at the US but I think it is best to be prepared both for any actual attack, and for attempts to control or limit our actions by the threat of one.

Also defense against Chinese missiles would include things like defending Taiwan (and other countries in the region), from nuclear, chemical, or even conventional tiped missiles. Its not just a defense against ICBMs aimed at the US.
