I think that focusing one's disapproval better, and seeking to be more effective, is a good idea. I agree with Colin Powell that the use of force should be limited, generally involve strategic interests (though I would make an exception for some catastrophic situations), entail a reasonable level of public support (except in limited emergencies), and have a well- defined mission and exit strategy. However, we carry a lot of weight, and have various means at our disposal to put graduated levels of pressure on other countries, especially coordinating with our allies. We should try to take a constructive role in the world, if only because we are the nation best in a position to offer leadership.
