did the wsj article talk about the tax breaks?

archimedes, this link talks about nuclear and drilling. is the tax info in the wsj article? i think talk about nuclear in the plan will scare so many people that they will like to hear about drilling almost everywhere to avoid nuclear. maybe that's the idea.
