No....Csco (new orders) were/are competing against their own (already sold) equipment in the open marketplace...

Say you're a small company......Csco rep. wants you to buy 3 routers for 5x dollars.....but you can get said routers at surplus.com or at auction for .5x......barely-used routers....(and were bought by a small telco, or internet company....that are now out of biz.....
(the equipment got sold by creditors)....

Why would you spend 5-10 times as much buying new from Csco when there is plenty of barely-used inventory out there?....Quite the dilemma for Csco.....competing against equipment you ALREADY sold....

Solution: Buy back that equipment. Like the freakin' diamond merchants in Zaire....incredible...
