WASHINGTON, April 9 — President Bush on Monday sent Congress his budget for the fiscal year that begins Oct. 1, proposing to spend $1.96 trillion, a 5.6 percent increase over current levels. But last week the Senate added hundreds of billions of dollars in new spending that will likely boost outlays far beyond Bush’s goal.
