Sandintoes... The EP-3 was not a photo reconaissance aircraft but, in essence, a flying antenna, capable of picking up transmissions from their nuclear testing site in western China.

Photo reconaissance would be by satellite (and some signals intelligence as well).

But the point is that the Chinese were trying to cover up a nuclear test, which is a violation of the test ban treaty.

And surveilling such a test is definitely in the interests of US national security (especially when they stole the technology from the US).
