The contract to purchase the army berets was no doubt contracted during Clinton's administration. The black berets are a very sore subject with some in the Services already, not even talking about cost. But as far as cost, and the high expense of American labor, perhaps if we publicize the cost of the item as estimated by the American manufacturer, and the cost as estimated by the foreign manufacturer... people would be able to see why the contract was given to what manufacturer. It's really a catch 22.
