Well, the longer this goes on the more chance that PNTR will be revoked when it comes up for renewal in June. And any anticipated windfalls from Chinese entrance into WTO are likely to be vaporized as well, since the congress will be highly unlikely to approve that under current circumstances. The longer this goes on, the more the already short-term minded American public will be required to forget (and forgive). After all, how long has it taken the US to get over the Iranian hostage crisis?
