I had read Ike's thread, where in the past, the FED would cut rates on huge positive days, as it would set the tone, break resistance, create support, etc.

Rumors of a cut, would not indicate the time to cut, as expectation of .75 by the market (however, unreasonable it was), was not carried out. Greenspan doesn't want to do or give the impression that he will cut rates to save the markets.

Another good article on this thread, illustrated that the FED is marching to the 3-month T-bill rate and keep the Fed funds rate in line (with some margin).
