You are making the assumption that if given an apology, the Chinese will release the hostages. I doubt it will be that easy. The next thing they will demand is reparations and other concessions.

Also if I remember correctly the details of the return of the hostages in Tehran were negotiated by Carter, Iran intentionally waited for Reagan to take office
to release the hostages as an affront to Carter.
