Actually I heard it the other way, they want to be able to surprise the market with an intermeeting emergency cut for the desired effect. -ng- Like LTCM, so they can give advance private word and save their bankster buddies. -g-

the Fed would've been stupid to lower rates. they know as well as anyone that WS will try to squeeze the public in whichever direction. why should they waste their own ammunition? they can still make a little profit on their own by lending to such squeeze plays.
