Neocon,

Excellent topic and well chosen. A very appropriate foundation for international policy, and with a few selected word substitutions, domestic policy as well.

What are the responsibilities of the developed nations towards the rest of the world?

IMO. Government [developed and undeveloped nations] is an extension of it's people and values. Their responsibilities are, or at a minimum should be, derived from a single overall guiding principle...To do no harm. A generalized moral principle common throughout most religions and philosophical ways of life. A necessary extension of that principle is to defend it when it is violated. Acknowledging that all violations cannot be addressed, by necessity we have to pick and choose. Developed nations are in a better position by nature of their developed resources to defend that principle.
