If you lived in an area, or ran a business in an area, prone to blackouts or unpredictable service interruptions, and another company came along and offered power at a higher price (say 40 or 50 percent more) with no blackouts......would you sign up?

I read today that California is already the state with the lowest per capita power consumption. The problem is not that demand is too high. It is that prices are too low to support adequate supplies.

I'd like to see more profit incentive for all types of power, not just solar.
