That's how it works in the Western US. Rural communities tend to be very pro-development, and city people tend to be very pro-wilderness.

Look at Colorado. Denver, Boulder, and Pueblo are Democratic. The rest of the state is Republican.

Yes, there's a lot of assuming going on there. It assumes the rural are poor and that the city dweller is not cosmopolitan. Then again he may be saying that it's just human nature to want what you don't have but more so in the West. He is awfully slippery, kinda like a .....
