Why would you have America admit they crashed a jet airliner killing it's pilot? That would be nothing short of admitting to committing an act of war. It would be very imprudent to apologize for that.

Bush successfully performed the art of Chinese negotiations. While you were saying apologize, The US had issued two statements of regret, and a sorry. Now we have one more sorry and a successful resolution that prevents your horrific stories of imprisoning or expelling millions of Asian Americans (some of who are elected representatives in the US Congress) from coming true.

While the newest apology, apologizing for landing on Chinese soil without verbal permission, is not neccessary because of the distressed vessel treaty both countries have signed, I guess a stickler for details would be able to ferret out some probable cause for such a demand.
