AMD is up 15% today. CSCO is up about 20% since my call on Monday.

Are the numbers next to the upgrades indicated the 12 months target price of the stock?

If so what is amazing is the fact that these stocks are upgraded with some 12 month target price. For exampel ALTR is upgraded to BUY with a price target of $28. And the stock is already within 5% of the 12 month target price!
