Gary... the key is to so involve and intertwine the Chinese economy with our own that it would almost be impossible for them to start a war with us without decapitating their economic strength.

This was definitely a play by the PLA to gain some of their lost influence in the party apparatus.

The next step, I believe, is that the US congress will have a vicious debate about renewing PNTR, which will likely be closely passed.. And I think some congressmen will use the opportunity to get some "payback" on the part of the US.

The blame for the debate may be passed on to the PLA by the reform faction in China to weaken their political stance and boost the refomist elements.

This is my theory (so far as I know), and I'm offering it out here as a possible outcome.
