From 12/31/99 to 3/31/01 the international funds in Portfolio I had a return of -14.8%. Correcting to 1/11/00 and 4/10/01 closing prices gives a return of -12.7%. Since that is much less of a drop than for the U.S. indexes in your post, it appears that the international funds helped instead of hurting.

To be fair about this, have to assign money market returns from 1/11/2000 through 10/17/2000 Probably what? 6%?
