UF- The wording of the "sorry" letter says that "We are very sorry the entering of China's airspace and the landing did not have verbal clearance, but very pleased the crew landed safely. We appreciate China's efforts to see to the well-being of our crew."

Not that we did not apologize for the surveillance, that we are sorry that after the collision we had to use Chinese airport.

The entire holding of the crew was an excuse to dismantle and get the technology of the plane. We did the same thing with Soviet plane in Japan (dismantle and send back in crates) couple years ago. Chinese did not want the crew, but couldn't give back the crew without arrangements for the plane. Chinese now have information desired from the plane, crisis over.

Lot of retoric for a situation that will barely be remembered in two months.
