Perot campaigned on fiscal responsibility balancing the budget and cutting waste (remember the charts?)

You never once heard anything from the Clinton campaign about balancing the budget. It wasn't until he was slammed in the head with it from the election results that he got the word.....BTW, since when does a tax increase stimulate the economy.
