Gas taxes were raised under Clinton. That wasn't Clinton's idea, and clearly wasn't premeditated before the election. Nevertheless, the vast majority of the 1993 tax increase was targeted at $70,000 plus income. This is in sharp contrast to Reagan's record 1985 tax hike, which was targeted almost exclusively at the middle class.

I don't believe that Bush Senior intended to raise taxes before his election. Compare that to his son, who quite clearly had no intention of keeping his environmental promises. W is a sleazeball.
