I don't happen to think that a surplus is a positive for the country, since it indicates only that the government has stolen too much from the productive elements of the nation-and will use the money for nothing better than paying off their unproductive constituents. But to give Clinton any credit for spending cuts that were enforced after he ruined he party's long-standing Congressional majority is to accept one of the Big Lies that I have been referring to...
