Current FPGAs are fairly slow, getting them to handle PCI at 33MHz often will require hand layout. Now taking into consideration that FPGAs are optimized for density and not speed, and that an on-chip block would likely be faster, you still might be limited to current memory types. A 200/400MHz DDR (much less DDRII) might be out of the question.
