I'm saying that I would not count on any cut between meetings. Further cuts at meetings, perhaps.

"Tech is leading us higher. It's shrugging off bad news and that's encouraging. People are afraid of missing the bottom," noted Peter Boockvar, equity strategist at Miller, Tabak.

"It's impossible to know if this rally has legs over the longer term but in the short term, the tape action is telling us that the worst appears to be over," Boockvar said. He added that another positive is the fact that investors are no longer waiting for the Fed to bail them out with an inter-meeting cut.

"The economic data has not become disastrous and the bond market has priced out the chance of a move between meetings," Boockvar said
