this site, at least, believes it was Fields

"The weakest thing about this funny flick is the slogan for the newspaper ads: "If you have to believe in something, you
might as well believe in love." It sounds like a hack’s rewrite of the classic W. C. Fields line: "A man’s gotta believe in
something and I believe . . . I’ll have another drink."

adequacy.net

A Google search on "I believe I'll have another drink" and Fields brings up 50 hits, including the above attributing it to Fields, which is what I've always believed.
the same search substituting Marx for Fields brings up 35, but none of the first 10 attributes it to Groucho Marx, it's just that this quote and Marx quotes appear on the same page. But most places the drink quote is unattributed.

I'm going to believe that Fields was the most famous person to use the line, but he may have borrowed it from somewhere else. But probably not Groucho Marx. Fields was born in 1880 and died in 1946, Groucho was born in 1890 and died in 1977, so Marx had more opportunity to borrow from Fields than vice versa. Also, Fields was well known for his drinking, so the quote would be definitely in character; I never heard that Groucho was known for drinking.
