Second to last month. He really didn't leave on December 23rd. I believe there were two factors.

1. UN involvement. Remember he didn't send troops to the Gulf without it being a UN issue.

2. Clinton was a backer of going to Somilia. You may not understand it but adults try for a smooth transition of power and don't wreck the White House.
