Of course they are up to something. That is why they are still testing nukes and that is why they are pumping up their missile forces across the straight. They wish to lay siege against the Taiwanese as soon as possible and the more they can isolate them the sooner they can proceed with success. That's why the US pisses them off so much and that's why they think it's imperative to intimidate and cower us as much as possible. It's blatant but everyone wants to pretend it's no cause for concern.
