Ah, here's a good reference, to the original treaty document, no less: What we did to the Barbary pirates was use a naval attack force to force them to agree to stop the raids and "tribute". This was during the War of 1812. What we were doing in 1804 was to protect American ocean going commerce when we sent the frigates there to clean out the pirates. The Philadelphia was lost more by bungling than by battle. The issue of the Maine was whether the US used the incident to justify destroying the remnants of the Spanish Empire especially in the Caribbean in order to acquire the pieces. Manifest Destiny. It's unclear who blew it up, but all evidence points to a mine perhaps floated out to the hull by Cubans or Spanish nationalists or maybe dropped by the Maine herself in order to fend off sneak attack. My point was that the US has a checkered history when it comes to military entanglement. Sometimes we make blunders and sink in deep and other times we neglect what needs attention, and still others where we manipulate opponents into all sorts of outcomes mostly bad (i.e. what we can do to ourselves when we get pissed off).
