Why would he risk his reputation by knowingly making a bad recommendation

What risk to his reputation? He gets rid of things he doesn't like, he doesn't take questions on things that have gone wrong and he shuts up critics when he can. He goes to great lengths, even shutting down his discussion boards, to get rid of anything that makes him look bad.

I think he really spends much more time on polishing his reputation than on actually fixing the underlying problem. It's a marketing game first and an investment strategy second.

If it wasn't, he would have come clean on the QQQs long ago, stopped out of them, declared defeat and tried to fix the damage later. I guess you could consider him incompetent but I think he has a big conflict between his "image" and his reality.

Image always wins to the detriment of all.
