I think McComas may have gone a little over the top with the "clock throttling" issue, versus the "typical/max power" issue. Given the rather stout 1lb heatsinks specified for the P4, I don't think dissipating 75w is likely a problem. As you say, now that the issue has been raised, the hardware sites will no doubt try to detect the effect, but I doubt it will show up much. Intel could even argue it's a favor to keep the overclockers from hurting themselves.
