While voice has proven itself to every market it has been introduced into, 3G has not. There is a much larger risk associated with it. A massive WCDMA bulidout could result in large empty pipes.

I disagree. Companies like Orange et al., already have subscribers. This isn't like a start-up that is building a network from scratch and upon lighting up their network needs to find subscribers. Orange et al., already have subscribers. In a way, it is similiar to the Sprint Spectrum/PCS buildout. As you know, Sprint went from Spectrum to PCS, therefore their customers had to purchase new phones. Same situation happens. Customers will purchase new phones to access the 3G network.
