Well, you make things too simple, it is not the underlying philosophy for it is just a manifestation of the ruling leaders. So I say, the people who lead the systems and the ability of the systems to overcome excess is the measure. Joe Stalin was an outrageous tyrant who had absolute power, on the other hand Franklin D. Roosevelt was an absolute benefactor who also had absolute power. The difference was the objective of the person who had the power! thus the fragile world keeps evolving!
