I'm not sure if this is what you are talking about but programs/accessories/system tools/system information/software environment shows running tasks, startup programs and system hooks which should show most everything.

I am being brave in saying this, though you probably think the opposite:

"take a peek at whatever file is being locked" I guess means take a peek at the file that defrags. I will need to ascertain what file defrags.

"Trace this back to the program that has a grip on it" suggests that that is a transparent process. Is it?

PMSW, you've made suggestions to me, trying to be helpful, that involve my "configuring" things appropriately to my desired outcome, as though that were a transparent process, but... it isn't. Sorry about that, but it just isn't. Really.
