Yes, at this point, its is just a concept, but it uses off the shelf technology, and several patents have been issued.

BARC demonstrates the primary reason that the U.S. nuclear industry is not pursuing this approach. Current technology uses scarce Uranium reserves, which enables the entrenched factions to make a fortune from control of this scarce resource. Thorium is about 200 times more abundant, and more widely distributed around the world. Therefore it is much less profitable.
